Mobilização humana, bots e disputa de poder nas redes à luz dos resultados obtidos pelo canal de WhatsApp “Exército do Lula”

Rômulo Soares Valentini

Technical article published in October 2026. Based on the case of the WhatsApp channel “Exército do Lula”, it examines the extent to which organizing people in digital networks can affect the distribution of political attention on private platforms, as an alternative to paid mechanisms for amplifying speech. It covers the channel’s history, the legal limits on mobilization under electoral law, the notion of crowd labor and digital resistance, the results documented during the second round of voting, and the role of financial capital and algorithmic opacity in controlling visibility. It concludes that voluntary mobilization competes for visibility without direct spending, but remains dependent on access, recommendation and moderation rules that participants do not control.

Policy paper: PLS n. 5.051/2019 — princípios para o uso da inteligência artificial no Brasil

Leonardo Parentoni

In Brazil, Federal Senate Bill PLS No. 5051/2019, introduced by Senator Styvenson Valentim, recently took the legislative lead by proposing the regulation of Artificial Intelligence, a technology present in the most diverse scientific fields and developing with growing investment from the private and public sectors of many countries. PLS No. 5051/2019 proposes a set of guiding principles while also addressing controversial issues such as civil liability and human review of autonomous decisions. In an effort to help improve the bill, Centro DTIBR prepared the first Policy Paper on this national bill. We present technical opinions and an analysis of the legislation of several countries, such as the United States, the United Kingdom, Australia, China and Uruguay, as well as the European Union and the OECD.
